You will need entry clearance to come to the United Kingdom as part of the Japan: Youth Exchange Scheme and you should apply for this at the British Embassy in Tokyo. For further information on entry clearance, you should see the section on entry clearance.
Once you have got your entry clearance, you will be given a visa to come to the United Kingdom for up to 12 months which cannot be extended.
If you are refused entry to the United Kingdom, you can make an out of country appeal, which means you can appeal from outside the United Kingdom. You will be given details of how to do this by the entry clearance officer.
